MP David Morris calls for new IR35 legislation for Contractors

Conservative MP David Morris has proposed a new IR35 system for contractors and the flexible workforce and is working with the financial secretary to the Treasury, David Graunke, to reform the current tax rules.
Mr Morris revealed his intention to overhaul the system and improve the effectiveness of IR35 in an article in local publication inTheBay late last week. He did not outline any in-depth details about specific changes but has promised to expand on his initial ideas in a follow-up article during the coming months.
IR35 remains a hot topic for the millions of self-employed workers across the UK and for HM Revenue & Customs, which unveiled an official discussion document about the tax legislation earlier this year.
The fortunes of the flexible workforce should also be important to the government and politicians due to its integral role in supporting the UK’s economic recovery. Official figures published by the Office for National Statistics show that there are now 4.5 million self-employed individuals in the UK.
Mr Morris said in his article that he had campaigned successfully for flexible workers in the past, having obtained backing from other MPs for plans to provide better maternity pay to self-employed mothers. He added: “I felt that if someone had submitted their books year-on-year and could prove their income, they should be entitled to maternity pay.”
He also became the government’s first self-employment ambassador in 2014 and has stated that the new small business commissioner should have the “credibility and gravitas” to improve the working life of the self employed.
